COE & EPL Bargaining - MOA Ratification Vote Results

We are pleased with the outcome of negotiations and are optimistic that members will appreciate the end results and see where both sides had to compromise. Our top priority throughout this entire process was to ensure that we presented reasonable deals and we feel that we were able to achieve that goal. We want to thank the entire membership for their trust and belief in their bargaining units during this time and for their steadfast solidarity.
The Union has reached 4-year agreements with both the City of Edmonton and the Edmonton Public Library, each subject to ratification by its respective members. The Union is recommending ratification of both agreements.
Applicable to both the City of Edmonton and Edmonton Public Library:
General Wage Increase
2021 – 0%.
While we ended up agreeing to a zero, there is a lump sum payment that is detailed below. We could not attach the lump sum to 2021 since it is not a retroactive payment.
2022 – 1.25%
2023 – 2%
2024 – 3%
This represents an immediate 6.25% raise for most employees and an average yearly increase of 1.56%.
Retroactive pay will apply to all current employees and all former employees who were employed during 2022, 2023, or January 1, 2024 up to the date the new wages will be implemented.
For retired members, the retroactive pay is automatic. For other former employees, there will be an application process, to be determined.
Lump Sum
All current members as of the date of ratification by both parties will receive a one-time lump sum payment of $1000 less mandatory withholdings. This payment will be provided to every active employee, including Program Specialists, red-circled employees, Student Pages, and Call-In Pool workers.
This amount is equivalent to a 1.67% percentage increase for an employee who makes $60,000 per year.
The one-time lump sum payment applies to CSU 52 members who are employed as of the date of the MOA being ratified. It does not apply to former CSU 52 members.
Members on WCB, STD, LTD, Maternity/Parental leave will receive the lump sum.
City of Edmonton
- Hybrid Work Letter of Understanding (LOU) renewed for the life of the Collective Agreement and also includes EPS
- 25 EDO option added to the 36.9 hours of work option
- Language to allow a leave of absence without pay for observing religious, cultural or ethnic observances, holidays or celebration
- Addition of National Day of Truth and Reconciliation to the list of paid statutory holidays
- 3 Bereavement leave days added for provisional employees
- Program Specialists (LOU#15 and LOU #16) – addition of language for a joint Union/Management committee to discuss potential revisions to the LOUs. Addition of Article 4.02 Discipline to the list of applicable articles.
- Prescriptions from Nurse Practitioners are now accepted for medications

Edmonton Public Library
- Addition of 1 personal leave day (up to 7 hours) added to the Collective Agreement
- New Letter of Understanding for a Scheduling Review Committee
- Bereavement leave is now available to ALL employees; increase to one full day of bereavement leave for persons more distantly related (Article 9.05.03)
- Short Term Disability for permanent employees under 1 year but more than 90 days with the employer increases from 90% to 100% of wages
- Sick leave qualification for part-time employees reduced from 3 years to 1 year
- Health and Safety Liaison Letter of Understanding (LOU) added to the Collective Agreement
- Addition of National Day of Truth and Reconciliation to the list of paid statutory holidays
